Bihar Education Department Introduces Competency Exam Prerequisite for Contractual Teachers

The Bihar Education Department has implemented a new mandate, requiring contractual teachers within the state to successfully pass a competency examination administered by the department. This initiative aims to ensure that teachers meet specified competency standards, enhancing the overall quality of education delivery in Bihar.
Contractual teachers are now obliged to successfully complete the competency examination within a maximum of three attempts; failure to do so will result in the termination of their employment, as announced by the department on Saturday. On Saturday, an official notice regarding this matter was released by K.K. Pathak, the Additional Chief Secretary of the Education Department.
Pathak serves as the Chairman of the committee established by the department to oversee the competency examination. Additionally, he holds the position of Director of Primary Education and serves as the Chairman of the Bihar School.
The committee comprises members such as the Chairman of the Examination Board, along with the Director of Primary Education and the Director of Secondary Education. This collaborative effort ensures comprehensive representation and expertise in overseeing the competency examination.
On December 26, 2023, a significant decision was made by the cabinet to confer government employee status upon approximately 3.5 lakh contractual teachers. This proposal marks a pivotal step towards recognizing and formalizing the employment status of a substantial number of educators within the system.
In the cabinet meeting, it was highlighted that contractual teachers are required to successfully pass the competency examination to attain the status of state government employees. This underscores the importance of demonstrating competence in their roles to secure and formalize their position within the state government.
Within the specified timeframe of February 1 to February 15, they are obligated to complete the application process for the examination. Subsequently, on February 16, the issuance of admit cards will commence, facilitating their participation in the upcoming competency examination.
The computer-based test will consist of 150 multiple-choice questions. The test syllabus mirrors that of the Bihar Public Service Commission’s Teachers’ Recruitment Exam (TRE). Anticipated pass percentages are delineated as follows: 40% for general category candidates, 36.5% for candidates from backward classes, 34% for applicants from backward classes (annexure 1), and 32% for candidates from scheduled castes, scheduled tribes, women, and candidates with disabilities, as reported in the media.
Contractual teachers can make the transition to state government employees by submitting examination forms between February 1 and February 15, 2024. Admit cards for the examination will be issued on February 16, with the examination itself scheduled to be conducted from February 26 to March 13, 2024. This timeframe provides them with the chance to formalize their status and further their career within the state government.
