The bill doesn’t violate the Supreme Court order, Shah added amid huge roar from the Opposition.
Taking a swipe at the Opposition, Shah said that post-independence, Delhi was given an Assembly and one must read 239AA carefully.
“The problem is that you have fought the elections of a UT (Union Territory), but want to enjoy the powers of the state,” he added.
It was Congress government, which amended Constitution that gave Parliament powers to frame laws for Delhi on all subjects, including services, Shah added.
Earlier, Amit Shah introduced the Government of National Capital Territory of Delhi (Amendment) Bill, 2023 for consideration in the Rajya Sabha, which was followed up by speeches by various members of the upper house.According to the bill, the National Capital Civil Services Authority will consist of the chief minister, chief secretary and the principal home secretary of Delhi.The bill empowers the authority to make recommendations to the Delhi lieutenant governor regarding transfers and postings of officials and disciplinary matters.
It also empowers the LG to exercise his sole discretion on several matters, including those recommended by the National Capital Civil Services Authority, and the summoning, prorogation and dissolution of the Delhi Legislative Assembly.
